Training on Methodological guidelines for preparing the financial impact assessment of the draft law

On October 28-30, 2022 the project of the European Union -  “EU Support to Public Administration Reform in Georgia” organized  a training for interested parties on Methodological guidelines for preparing the financial impact assessment of the draft law in Kakheti, “Ambassadori Kachreti Resort”.

From 2019, the project “EU Support to Public Administration Reform in Georgia” is providing technical assistance to the Government of Georgia to ensure effective implementation of Public Administration Reforms by ways of capacity building of institutional and human resources.

The training was stipulated by high interest from authors/initiators of the draft laws regarding the preparation of the financial impact assessment of the explanatory note.

The training was conducted for representatives of legal and financial/economic departments of the Ministries and Administration of the Government, who are actively engaged in the process of preparation of the financial impact assessment of the explanatory note of the draft law.

The training sessions were conducted by the Acting Head of the Parliamentary Budget Office of Georgia, Shorena Kakhidze and the invited international expert on cost estimates and budgeting Ana Stankaitiene. Co-trainers were Mariam Kakhidze and Juna Gersamia from the Cost Estimates and Legislative Support Unit of the PBO.

The document “Guideline principles and methodological approaches of preparation of the financial impact assessment of the explanatory note of the draft law” prepared by the Budget Office in frames of 7th goal - “Support and Improvement of the Legislative Process” of the Open Parliament Georgia action plan 2021-2022 was discussed during the training sessions.

Participants profoundly discussed and reviewed the guideline document on preparation of financial impact assessment of the draft law.

The first day of training covered the topics, such as: Independent fiscal institutions/parliamentary budget office and its role in the legislative process, basics of assessing the financial impact of a legislative initiative, the structure of the financial impact assessment part of the explanatory note, legislative process and its relationship with the budget process, medium-term planning, its meaning and the connection of the legislative initiative with medium-term planning and sources of financing, its types and determination of the source of financing of the legislative initiative.

On the second day of the training session the focus was set on the impact of the legislative initiative, Budget revenues/expenses, its types and the financial impact of the legislative initiative on budget revenues/expenses. Moreover, the trainer reviewed the concept of the financial obligation of the state, its types and the connection of the legislative initiative with new financial obligations.

Invited International expert, Ana Stankaitiene took the lead on the third day of training. Her topic was costing and budgeting of policy documents in comparisons with Financial impact assessment of the legislative initiative. The second part of the last training day was again lead by Shorena Kakhidze, who discussed Individuals and legal entities and the direct connection of the actions determined by the legislative initiative with their financial results. She also made a definition of the amount of a tax, duty or another fee (financial payment), as determined by the draft law, to an appropriate budget and the principle for determining the amount.

During the 3-day training session, participants were actively engaged in group works by the end of each training day, working on financial justification of explanatory notes of individual draft laws. They were discussing particular examples and were presenting the outcomes of their team effort. The indicated activities gave participants an opportunity to utilize theoretical knowledge gained throughout the training session into practice. They also had a chance to check their acquired knowledge via entertaining and pleasant online inquiries. Certificates were awarded to the participants.
